The measure was a major goal of Reagan and the New Right, but liberals Wednesday, following a two-month Filibus ter, successfully brushed it aside, at least for this year. The measure would have banned federal funding and federal insurance coverage for aboriton and encouraged quick review of the 1973 Supreme Court ruling legalizing abortion. It fell victim to three failures to stop a liberal filibuster and late Wednesday, an abrupt mo tion to table. The third cloture attempt STOPPER® T7<5~Tips was defeated, 50-44, 10 short of the required 60. Moments later, a motion by Sen. S.I. Hayakawa, R-Calif, to kill the legislation passed, 47-46, with Senate Re publican Leader Howard BAk- er, making a key parliamentary maneuver. The tabling vote Wednesday was dramatic. The vote stood, 46-46, with only moments re maining. Baker then announced he was pairing his “no” vote with Sen. Robert Stafford, R- Vermont, who would have voted “aye” if he were present. The pairs have no effect on the vote tally. Then Sen. James Sasser, D- Tenn., voted “aye” and the Final vote stood at 47-46. Had Baker not paired, the vote would have been 47-47 and the motion would have failed. Sen. Jesse Helms, R-N.C., sponsor of the anti-abortion amendment, took the floor and promised the political implica tions of the vote would go far beyond the Capitol. Waving a copy of the Senate roll call recording the 47-46 vote to set the measure aside, Helms warned, “This is a record each senator who voted ‘aye’ will have to live with.” Helms said the vote could spi; over into campaigns, noting for mer Sens. George McGovern, D S.C., John Culver, D-Iowa, an< Birch Bayh, D-Ind., who fa vored the right to choose abor tion, were defeated in 1980. Sens. Robert Packwood, R Ore., and Lowell Weicker, R Conn., leaders of the two-mont filibuster, said they would wor as hard today to kill a pro-schoc prayer amendment.
