Committee members said they were ready to offer amend ments aimed at key provisions they do not like. Major changes in a bill already passed by the Senate could make it impossible for Congress to reach a compromise before the lawmakers go home for the November elections. The bill, as approved by the Senate, seeks to slow illegal im migration by imposing penalties on employers who knowingly hire illegal aliens. No amendments were offered to the bill when the com mittee first took it up Tuesday, but Chairman Peter Rodino, D- N.J., was the first to say he would propose changes to protect em ployers who hire illegal aliens in good faith. The bill also would give per manent residency to millions of illegal aliens who were in the U.S. prior to Jan. 1, 1978, and temporary residence to those who came before Jan. 1, 1980. The August decline in in dustrial production was the 11th monthly setback for factories and factory workers in the past 13 months and raised new doubts that the nation’s manu facturers are about to experi ence an economic recovery. A revision turned July’s pre viously reported decline into a 0.1 percent gain. Only July and February have shown any inter ruption in the recession’s trend of declines that began in August of last year. The August production re port showed the auto industry reduced its assembly rate more than 16 percent to an annual rate of 5.5 million units. Business equipment output dropped 1.4 percent farther in August, the Fed said, and has now dropped 18 percent since the recession began.
