Those ligures are based on premiums paid for basic liability coverage, $250 deductible colli sion and $50 deductible com prehensive. Central to the case was the amount of pre-tax profit the companies would retain from each premium dollar and the prospects for investment re venues in the future. The insurance board staff re commended that the companies should be allowed a pre-tax pro fit of only .26 percent. The in surance companies had argued for the reinstatement of a profit allowance of 5 percent. The board reduced the profit allowance from 5 percent to 1.8 percent in 1981 because of the large investment income being earned by the companies. The board’s decision to re duce the profit allowance furth er to .26 percent reflects its be lief that investment income will grow despite declining interest rates.
