The merchants say busines
ses are victimized in two ways.
First, Mexican shoppers can no
longer afford American prices.
Second, Americans are stream
ing across the Rio Grande River
to Matamoros in search of new
found bargains with their pow
erful dollars.
Devaluation of the peso may
cut business receipts by more
than $200 million in a four-
month period ending Tuesday
and by another $300 million by
the end of next year, and that
could hurt sales tax collections.
Brownsville’s sales taxes, col
lected at a penny on the dollar,
provide perhaps the most com
prehensive measure of the de
valuation’s impact.
Until February, sales tax col
lection had accelerated at a rate
that would have given city hall
$7.9 million for fiscal 1982-83.
Now, projected increases have
been revised downward to $4.8
million, a loss of $3.1 million.
Unemployment was at a near
chronic 11.1 percent in Brown
sville two months after the Feb.
17 devaulation.

bar where she had nothing to
hold onto except maybe with
one hand.
“She was beginning to shake.
She was getting weak.”

bert Steele sa d Sunday: “It was a
classic case and officer Donnie
Chapman went by the book.”
Chapman, 33, spent 40 tense mi
nutes talking the girl down from
her perch outside a building
under construction at South
western Medical School.
Parkland Memorial Hospital
administrator Tom Noble said
the girl was being screened at
the hospital’s psychiatric
emergency room at 11:15 a.m.
Sunday when she jumped over a
counter and escaped. She was
found at the nearby medical
school 45 minutes later.
Steele said Chapman talked
quietly to the girl, 17, as he in
ched toward her.
“He talked her into giving
him her hand,” he said. “Then,
after he did that, he talked her
down.”
After winning the girl’s trust,
Chapman was able to embrace
the teenager until firemen could
bring up a mechanical ladder to
carry the pair down at about 1
p.m., witnesses said.

Capt. Edwin B. Smedley,
commander of the seven-state
recruiting area that includes
Dallas, defended the system.
He said a computerized sys
tem tells a recruiter how much
activity is usually necessary to
get one person into the Navy
and recruiters get into trouble
when they don’t meet those
goals.
“There are recruiters that will
list on a sheet of paper that they
have called a certain number of
people when they haven’t called
anyone,” he said.
Becky Todd wrote letters to
Sens. Lloyd Bentsen and John
Tower after her husband,
Robin, received non-judicial
punishment July 26 and was
duty and falsifying a govern
ment record.” He was found to
have failed to make the assigned
number of phone calls.
The very next week, Todd re
ceived a citation praising him for
“displaying exceptional recruit
ing skills” in the previous year.
