LOS ANGELES — A study
blaming recession and budget
cuts for reversing gains made by
middle-class blacks was pre
sented at the National Urban
League convention, where dele
gates applauded a call for war
against Reaganomics.
“These are alarming de
velopments, because if the black
middle-income family, which
has traditionally been the most
stabilizing force in the black
community, is endangered, the
future of all blacks is en
dangered,” James McGhee, di
rector of research for the civil
rights group, said Tuesday.
McGhee told a convention
news conference Tuesday the
black middle-class expanded in
the 1960s, but is now shrinking.
Federal and local government
budget cuts hit blacks harder
than whites because a larger
proportion of blacks hold gov
ernment jobs, he said.
“The extremely conservative
political climate and the record-
breaking recession in this coun
try is seriously threatening the
existence of an emerging, black
middle-class as well,” he said.
At a lunch gathering, dele
gates applauded a call by Cali
fornia’s top union official for
“all-out war” against President
Reagan’s economic program, j
saying they must continue to be
the front-line fighters for free
dom, human rights and econo
mic and social justice for all peo
ple. But Virginia Gov. Charles,
Robb said at an afternoon ses
sion he backs Reagan’s New Fed
eralism in principle as a means
of forcing state governments to
become more involved in social
welfare programs.
Robb said the federal govern
ment will have to continue
paying for programs state gov
ernments cannot afford, but
told delegates the New Federal- j
ism provides “a chance to make a
commitment to education and to
improvements to social services,

off shelves along with nose
drops and nasal sprays.
In both instances, customers
said their eyes were burned by
the liquid in Murine Plus eye
drops purchased at the markets.
It was later determined the li
quid in both bottles had been
replaced with an unknown
amount of sulfuric acid.
A spokeswoman said Tues
day investigators had no idea
who was responsible for the two
known incidents. The first was
reported last week to a store in
suburban Glendale and the
second on Monday to one in
Hollywood.
Alpha Beta issued a warning
Tuesday that bottles purchased
at 50 markets in the metropoli
tan area “may have had their
usual contents replaced with a
hazardous, caustic or acidic sub
stance.”
The store asked customers to
return any unused eye or nose
drops, or nasal sprays of any
brands purchased within
past 30 days to the stores, ft
they will receive refunds.

Elephants loose
following accident

APPLETON, Wis. — A circus
truck carrying seven elephants
overturned at an intersection,
but the Carson and Barnes Cir
cus animals did not head for the
hills — they waited patiently for
a new truck to take them away.
“That was a real blessing,”
said Sgt. Carl Schuh of the Out
agamie County Sheriffs Depart
ment after the traffic accident
Tuesday. “This is farm country,
and if they had gotten out, I’m
sure it would have taken some
thing like seven months to cap
ture them.
“We’ve had loose cattle
around here, and I’ve been on a
few round-ups myself, but I just
can’t imagine how I would lasso
an elephant.”
The driver of the circus
truck, Phillip Stewart, 21, of
Melissa, Texas, was in serious
condition at a hospital.
The accident occurred when
the circus truck tried to brake
and failed, colliding with
another truck at the intersection
of U.S. 45 and Wisconsin 76,
Schuh said.
About 100 motorists stopped
to watch the unusual accident.
“It was the greatest show on
Earth,” Schuh said. “A dandy. A
real dandy.”
