NASA officials could offer no explanation for the mishap, in volving the 149-foot-tall boos ters which are designed to para chute to a sea landing, but said they doubted the boosters could be recovered because of the ocean depth at the spot. The problem with the two solid-fuel boosters, designed to be used up to 20 times each, had no effect on the Columbia’s fourth mission but will prove costly for the National Aeronau tics and Space Administration. Agency spokesman Hugh Harris said each booster will cost $25 million to replace.
