EL FASO — A man, 40, sus
pected of keeping more than
two dozen hungry children
crammed in two small motel
rooms during a candy-selling
trek through west Texas was
held Wednesday on a charge of
indecency with a child.
Bilal Mohammed Ali was
arrested late Tuesday, a police
sergeant said. His bond was set
at f100,000.
Ali is suspected of one or sev
eral attempts of sexual indecen
cy with the children, said Lt.
Richard Cuellar of the El Paso
Police Youth Services Division.
Cuellar said the high bond
was set because of “the possibil
ity of other charges being filed
today.”
Those charges could include
injury to a child or neglect, he
said.
“He really wasn’t taking care
of them by properly feeding
them,” Cuellar said. “The kids
are afraid of him so they didn’t
want to say much, but last night
we were able to break a couple of
them.”
The 29 youngsters, including
five of Ali’s children, were in fos
ter homes Wednesday in the

custody of the Texas Depart
ment of Human Resources,
Cuellar said. He said officials
hoped to return the children to
their parents in San Antonio
Thursday.
Also found in the Stardust
Motel rooms Monday were six
or seven adults, including Ali’s
wife. The other adults were
teenagers who, Cuellar said,
could take care of themselves.
None of the others was “in
volved criminally in anything,”
he said.
DHR officials said they re
ceived an anonymous telephone
tip late Monday about the chil
dren. Some children said they
had not been fed for 24 hours
when Ali gave each of them a
cup of cold cereal.
Ali denied the children had
gone hungry. He said they were
only complaining because one of
the older boys wanted to go
home.
“Some of these kids have been
coming with me to El Paso from
San Antonio for seven years,” he
said.
He said he paid the youngs
ters 75 cents for each $2.50 box
sold during a six-week trek that
had taken them to San Angelo,
Midland-Odessa, Amarillo and
El Paso.
Ali said profits from the sales
went to the Black Muslim
Church.
Lemore English, 11, said he
sold candy for Ali last year, but
couldn’t remember how much
he had made.
He said most of his co
workers were from San
Antonio.
Charles Gembinski, DHR
child welfare office program di
rector, said each child “ate two
breakfasts and some were still
hungry.”
He said his staff was attemp
ting to contact parents by tele
phone.
