About 12 w omen residents of the Colonia Tepeyac Apart ments paced the sidewalks out side the offices of the diocese Monday, protesting about mice and roaches, poor heating and air conditioning, flooding and skimpy hot water supplies. “Some of these conditions, like the holes in the walls, have been around for three years or more, and they still .have not done anything about them,” Diane Sloan, a tenant active in the protest, said.
