United Press International WASH INGTON — President Reagan has decided against im posing quotas on imports of ca sein, the protein component of milk used to make imitation cheese and other dairy substi tutes. The U.S. International Trade Commission advised Reagan in late January that im ports of casein do not interfere a great deal with the U.S. dairy price support program and no trade restrictions should be im posed. C. Michael Hathaway, deputy general counsel of the trade office, said that in view of this finding, the administration will take no f urther action on casein imports. The issue of casein imports is a sensitive one for dairy produc ers, who fear that casein pro ducts, such as imitation cheese, coffee whiteners and dessert toppings, will take larger shares of dairy product market. Dairy producers already have lost a battle to margarine, made from vegetable oil. Seventy-two percent of the butter market is held by margarine. When lumped with casein products, dairy substitutes have 30 percent of the potential dairy market, according to new statis tics put out by the United Dairy Industry Association. Substitutes have 50 percent of the cream market, 15 percent of the flavored milk drink market, 5 percent of cheese business and 1.7 percent of the ice cream market, the association said. Reagan asked the Interna tional Trade Commission to in vestigate after an Agriculture Department study found that casein imports had raised the cost of the dairy price support program by $300 million. In response to Reagan’s final decision, Patrick Healy, secret ary of the National Milk Produc ers Federation, said failure to deal with the price support costs in light of the administration’s desires to reduce the cost of the $2.5 billion dairy program “is totally irrational.” Max Berry, general counsel for a group of companies who use casein in their products, said the dairy industry’s contention that casein imports raised gov ernment dairy purchases “was a red herring — a smoke screen generated by the dairy lobby in an effort to cover that industry’s real problems.” VANDIVER AND THE REGENTS AND COMPLIMENT THE CORPS OF CADETS FOR THEIR ADAM CHARITY WORK. But women are still expected to ever. The Census Bureau’s Statis tical Abstract of the United States 1981 provides the “most up-to-date facts available” on trends in the country. The annual report is based on some information not available to the bureau for the 1980 census and the latest available to resear chers in November 1981. The report shows marriages were up in 1980, but not as much as divorces, the ratio of men to women declined, inter racial marriages, legal abortions and the number of unmarried women giving birth all in creased. There were 2,413,000 mar riages in 1980, up from 2,159,000 in 1970, but there were 1,182,000 divorces in 1980, compared to 708,000 in 1970. The ratio of males to females has dropped continuously since 1910. In that year, there were 106 males for every 100 females. But that figure dropped to 97.1 males for every i00 females in 1960, 94.8 in 1970 and 94.5 in 1980. Median family income in creased from $9,867 in 1970 to $21,023 in 1980. But the number of families below the poverty level also in creased, from 5.3 million in 1970 to 6.2 million in 1980. There were 29.3 million people, 13 percent, living below the pov erty level in 1980, compared to 25.4 million in 1970, or 12.6 per cent. Violent crimes increased from 817,000 in 1970 to 1,309,000 in 1980, resulting in increases in all areas of law en forcement. The number of farms tie- creased from 2.9 million in 1970 to 2.4 million in 1980, but net farm income increased from SI4.2 billion to $19.9 billion in the same period. Biologists said Friday the second egg was laid about 40 days after the first egg was lost.
