The drilling firm’s represen tative in Nova Scotia, Donald Kerr of Halifax, had been au thorized to post the Canadian bank-guaranteed bonds late Monday but a technical problem prevented him from doing so at that time. Zapata said the lawyer would not accept the company’s letter of guaran tee from its insurance under writer. Kerr said the expenses of the eight tug boats that retrived the barge and of the harbor master could not possibly come to more than $40,()()(). He called the re quirements of higher bonds “ex cessive stupidity and inepti tude.” Zapata Offshore Co. Presi dent Thomas McIntosh was un happy the rig was falling behind schedule. “It’s tantamount to the U.S. Navy or the Coast Guard claim ing a salvage award,” McIntosh said. Zapata officials are particu larly miffed that the salvage award is being claimed on a rig, which is not a vessel. “All we have is the cargo on the barge. We are the cargo on another company’s barge,” Zapata spokesman Joe Allen said. “ Our contention is the\ can’t claim the cargo, loo." The two $2.5 million bonds sought in the salvage claim by the government is based on a percentage of the value as dic tated by maritime law. Dr. Harry Meyer Jr., 53, a Palestine native, was named to the post by FDA Commissioner Dr. Arthur Hull. The Bureau of Drugs is one of six FDA bureaus. Meyer will oversee FDA approval of new drugs for marketing and will maintain regulatory controls over distribution of drugs already available. Meyer received his bachelor’s degree from Hendrix College in Conway in 1949 and his doctor’s degree from the University of Arkansas Medical School at Lit tle Rock in 1953. Upon graduation, he joined the Army as an intern.
