The 1,400-page report calls for severe limitations on the ownership of newspapers and the people who work for them. It specifies a 12-man press council, heavily weighted in favor of the government, which would have the right to impose C ress standards on the country y being able to reprimand jour nalists, fine them and suspend or bar them from their profes sion. It recommended making it illegal for any individual to own more than 1 percent of a news paper and restricting employ ment in the mass media to peo ple licensed to work by the gov ernment.
