Mothers trv for stricter
drunken driving laws

DALLAS — Mothers Against
Drunk Drivers — a nationwide
group pushing for tougher
drunken-driving laws — is
bringing its campaign to Texas.
The movement is coming on
the motivation of an Irving
woman who was seriously in
jured in an automobile accident
caused by a drunken driver in
which three of her friends were
killed.
Joyce Clark said MADD
would organize pressure on the
1983 Legislature to require a
minimum of a $500 fine, 30 days
in jail and and one-year revoca
tion of driver’s licenses for first
time driving while intoxiacated
offenses.
The organization, which is
based in California, has chapters
in 60 communities, including
Houston, and is forming chap
ters in Dallas, El Paso, Austin
and San Antonio.
MADD lobbied for changes
in California, where a 48-hour
jail term now is mandatory for a
person’s first DWI offense and
10 days for the second.
She said the group also would
ask the Legislature to impose a
5- or 10-cent tax on mixed
drinks to pay for new jails and to
give police departments more
money to spend on enforcing
drunken driving violations.
Clark was seriously injured
when a drunken driver hit the
van driven by her friend Sam
Kendrick last April near Sher
man. Kendrick and two children
were killed.
“Every time I take a step I

Texans against ‘remote’ radar
say its too close for comfort

CHRISTOVAL — Residents
of this tiny Texas town are
trying to persuade the Air Force
to take its $100 million, 10-story-
high radar installation and stick
it somewhere else.
They say their area is not re
mote enough for such an instal
lation.
After inspecting several
other proposed sites in Tom
Green County, the Air Force
announced earlier this year it
would place the $100 mjjlion in
stallation atop 2,300-foot Mt.
Susan, less than two miles from
Christoval.
More than 80 residents,
headed by a group called “Peo
ple to Relocate PAVE PAWS,”
met with Air Force officials last

installation.
“We are hopeful it will be
moved to a remote site,” Garry
Donaldson, a group spokesman,
said. “We are not opposed to
PAVE PAWS radar or the Air
Force. We just feel that ‘remote’
is very important here, and by
moving the radar to a remote
site, a lot of our questions will
solve themselves.”
Donaldson said residents are
concerned about the newness of
the radar system and the fact
that the huge, triangular build
ing will emit a microwave beam
from thousands of tiny anten
nae on two sides.
The installation, which will be
the fourth of its kind to be built
in the nation, sends out a micro-
wave beam that scans the hori
zon for 240 degrees. Its primary
mission is to detect submarine
launch ballistic missiles, and it
will be able to see 3,000 miles
into the Gulf and the southern
Pacific.

15 tons of marijuana seized

HOUSTON — Law enforce
ment officials seized more than
30,000 pounds of marijuana
early Monday on a shrimp boat
near Baytown and arrested 18
men, U.S. Customs officials said.
Customs spokesman Charles
Conroy said the marijuana, with
a street value of about $19 mil
lion, remained on the 65-foot
shrimper “Desperation,” and
none of the men have been
charged yet.
The investigation leading up
Monday’s bust has been under
way for about a year, and in
volved at least 10 city, county,
state and federal law enforce
ment organizations, Conroy
said.
Conroy said that at 3:30 a.m.,
officials watched at a private
fishing camp near Baytown as at
least two loads of the illegal weed
were loaded into waiting trucks
to be hauled off. Officers
arrested the truck drivers out
side the fishing camp area. Con
roy said the trucks were loaded
with the marijuana.
Officials are not sure where
the marijuana came from, but
Conroy said he suspected from
Colombia.

lence at the time of the arrests.
