DALLAS — A Dallas girl who

smelter was listed in fair condi
tion Saturday after collapsing

Doctors told Wells’ parents.
Shelly and Mae Wells, her
blood-lead level was extremely
high, 0.65 parts per million.
“Her lead level is over twice
the limit for children,” Dr.
James C. Garriott said. “It’s im
perative that she get treatment
and keep from getting exposed
to it (lead) in the near future.”
The Wells live in west Dallas
near the RSR Corp. lead smel
ter. Last year, the family, along
with more than 12,000 residents
who live near three lead smelters
in Dallas, protested possible lead
contamination to the City
Health Department.
Subsequent tests by city and
federal authorities cited little
danger to the public.
Garriott said the high amount
of lead in Wells’ blood could
cause brain damage.

EL PASO — A plan that in

cards and employer sanctions as
a way to control illegal immigra
tion into the United States was
proposed by Gov. Bill Clements
Friday.
Clements unveiled his prop
osal Friday after meeting pri
vately for more than three hours
with New Mexico Gov. Bruce
King and Gov. Roberto de la
Madrid of the Mexican state of
Baja California.
The three governors, along
with Gov. Alfonso Martinez
Dominguez of Neuvo Leon,
make up a U.S. Mexican Border
Governors Conference subcom
mittee on immigration.
Clements based his plan on
what he called a “three-part
package” to document Mexican
workers looking for employ
ment north of the border. He
suggested that workers receive
an exit visa from the Mexican
government and, at the same
