WASHINGTON — Senator
Bill Proxmire (D)-Wisconsin,
has been made an honorary
member of the Flat Earth Socie
ty and been called a hypocrite
many times over. He even calls
himself an SOB, of sorts.
But the senior senator has
won enduring fame since for his
Scrooge-like dedication to elimi
nating government waste and
his invention of the “Golden
Fleece Award,” presented every
month since March 1975 to the
best example of ridiculous fed
eral spending.
He is a charter member of an
informal Senate group whose
motto is “Save Our Bucks.”
They are known as “SOBs.”
The first Golden Fleece went
to an $84,000 National Science
Foundation grant to study why
people fall in love. The most re
cent went to an Agriculture De
partment-funded study finding
that fast-food addicts are patrio
tic and vegetarians are intellec
tual.
Other notable winners were a
study on whetheT pregnant pigs
would suffer less stress if they
jogged on a treadmill, a variety
of gold-plated Pentagon and
public works projects and re
search into why monkeys clench
their jaws.
Proxmire used the advance
and royalties, plus television talk
show fees, from his fifth and
latest book, “The Fleecing of
America,” to repay the U.S.
Treasury.
Proxmire bluntly enunciated
his philosophy in the book: “No
one has a God-given right to
public funds. If people getting
public money can’t defend their
use of it, they shouldn’t get it.”
Proxmire is a publicity glut
ton, which does not embarrass
him in the least. “Most members
of the Senate appreciate that
one way you get your job done is
getting public attention for call
ing attention to foolish things,”
he said.
It didn’t start as the “Golden
Fleece.”
PrQxmire’s .staff first thought
cif a ' ’Rip-Off of the Month,”
“Spending Crime of the
Month,” ”Give-Away” and
“Throw-Away.” 1
“We Finally settled on fleece as
the proper word for a smooth,
legalized theft from the tax
payers,” Proxmire says in his
book.
The press releases announc
ing the dubious award are pro
vocative, sarcastic and full of
puns. Sometimes ' the targets,
usually social .science research,
seem unfairly chosen — unusual
sounding topics that conceivably
could advance human know
ledge. The same sort of titles can
be found in any academic library
of Ph.D. dissertations.

In his book, Proxmire was
candid about the criticism and
the shouts of “hypocrisy.” After
all, Proxmire does use the Sen
ate gym to shower every day af

the trillion-dollar debt ceiling
cost the Senate $64,000 to stay
open all night just so he could
talk.
After he gave a “Fleece” to the
space agency for studying the
possibility of extraterrestrial in
telligence, the American Asso
ciation for the Advancement of
Science made him an honorary

Prince Charles and Prihcess
Diana are vacationing on the
tiny island of Windermere in the
Bahamas, where Charles has vi
sited every spring for nearly a
decade.
Charles, 33, and Diana, 20,
arrived Tuesday at the Rock
Sound Airport on Eleuthera, in
the Caribbean 200 miles east 6f
Miami. Windermere Island is
partly owned by Charles’ rela
tives.
The vacation is Diana’s first
trip out of Britain since the cou
ple announced they were ex
pecting their first child in June.
The island, named lor a lake
in England, has only 12 private
homes, one of which is Prove-
ndor Villa where Charles has
vacationed the past eight years.
Charles’ great-uncle, Lord
Louis Mountbatten, who was
assassinated by terrorists, used
to stay at the Widermere Coun
try Club and his two daughters
