The Office of Personnel Management came up with the idea of these furlougns late last year as an alternative to layoffs, known in Washington as RIFs (reductions in force). The office initiated the proc edure and urged other agencies to consider similar action. So far, two other agencies have adopted the procedure. Federal Aviation Administra tion officials said Wednesday that agency’s 45,000 employees would be furloughed with the exception of the 10,000 air traf fic controllers whose jobs are viewed as essential. The employees will be told to take one day off per two-week pay period. A Transportation Depart ment spokesman said the FAA, which has a $3 billion budgetfor 1982, is the only branch of the department planning fur loughs. The third federal agency that has announced once-a-fortnight furloughs is the Census Bureau, part of the Commerce Depart ment. Spokesman Gary Wilkinson said the bureau’s 6,000 em ployees were notified Feb. 3 that they will be furloughed starting next month. The mandatory vacations will start with one day off every two weeks but could be expanded later. “Everybody takes off one day per pay period,” Wilkinson said. “That keeps the work flowing. The employees here seem to be almost universally in favorofthe furlough idea because it does save jobs.” Lavey said the details of the FAA furloughs have not been worked out and there has been no official notification of em ployees. “I believe it includes every one,” Lavey said. He was not sure however if J. Lynn Helms, FAA administrator, and hisde- a , Michael Fennel, would be mghed because they are paid fixed annual salaries. “They get their salaries no matter what,” he said.
