Reagan on the road for “New Federalism” United Press International WASHINGTON — The “New Federalism” campaign is on the road Monday, with Presi dent Reagan set to drum up sup port for his sweeping proposal in visits to three Midwestern cities. Reagan’s proposal to relin quish federal control of many New Deal social programs will dominate the two-day trip to Minnesota, Iowa and Indiana and may make enough news to distract attention from the $91.5 billion deficit he just announced. Before leaving for the Mid west, Reagan scheduled meet ings with the bipartisan congres sional leadership and Republi can congressional leaders. Reagan’s introduction during the weekend of his 1983 fiscal budget with its whopping deficit was up for discussion. For Reagan, today’s trip was a key element in his selling of the “New Federalism” plan to turn control for some 43 social wel fare programs from Washing ton over to the states. It is a near ly $50 billion undertaking, and won’t even get started until 1984 if passed by Congress. That will give the president plenty of time to whip up sup port for the plan and to avoid discussing the economy in speci fic detail. Reagan, who turned 71 years old Saturday, was told by his top aides during the weekend that he faces a political ly difficult task in the months ahead if the economy does not rebound. The job of pushing for a Re publican majority in the House to go with GOP dominance in the Senate will be that much tougher if the economy does not get into shape. Reagan’s tour was to begin Monday evening at a fund raiser for Sen. David Durenber- ger, R-Minn., just outside Min neapolis. Later, the president will address a GOP rally and then fly to Des Moines for the night. United Press International NORTH ATTLEBORO, Mass. — The man who fired at two Massachusetts troopers at a highway rest stop and fled into the woods is a member of a radical terrorist group believed to be involved in the slaying of a New Jersey state trooper, police say. State police searched Mon day for Jan Laaman, but said they were afraid he had escaped. “We just don’t know what happened to him,” a state police spokesman said. “It still amazes us how he managed to get out of the woods undetected.” About 150 officers, aided by dogs and helicopters, spent all day Sunday searching 3 square miles of woods for Laaman, identified as a member of the radical Melville-Jackson Unit, which is suspected of the slaying of a New Jersey state trooper Dec. 21. Police said the shootout in North Attleboro began early Sunday wh6n one man jumped out of a station wagon parked at a rest area on Route 95 and fired at two approaching troopers. One of the two police cruisers was hit at least three times, but neither trooper was hurt. The man identified as Laaman escaped into the woods.
