WASH INGTON — President
Reagan has decided to seek tem
porary increases in federal ex
cise taxes on gasoline, cigarettes,
alcoholic beverages other than
beer and some luxury items,
administration officials said
today.
Reagan made the decision re
luctantly after a meeting with
economic advisers Wednesday
to wrap up his 1983 budget ex
cept for some “fine tuning,” offi
cials said.
The president was urged by
his advisers to approve the tax
hikes to boost revenues and hold
the projected 1983 deficit to $80
billion, officials said.
Some of the proposals will be
unveiled in the State of the Un
ion address Reagan delivers
Tuesday to a joint session of
Congress. Others will appear in
the fiscal 1983 budget he sends
to Congress Feb. 8.
Officials have said the selec
tive tax increases sought by the
president will be accompanied
by a sweeping proposal to trans
fer numerous welfare, educa
tion and transportation prog
rams to state and local govern
ments to administer.
A portion of the higher excise
taxes would be returned to the
states to help finance their
broader responsibilities under
Reagan’s “New Federalism”
program.
Reagan also will propose a
federal takeover of the entire
Medicaid program to relieve the
states of some program costs,
officials said.
The president apparently
alluding to his forthcoming
proposal Wednesday during a
first ceremony marking his first
anniversary in office.
