ninth-floor level of a downtown
office building Tuesday in an
attempt to scale the structure in a
protest against nuclear arms on
the anniversary of musician John
Lennon’s death.
Edwin Drummond, 36, who
made an illegal climb up the Sta
tue of Liberty in May 1980, and
Lia Simnacher, 21, from Tucson,
Ariz., a student at San Francisco
State University, said they wanted
to rappel down and were negotiat
ing with the building manage
ment.

cision, leftist gunmen comman
deered three Venezuelan airliners
in and out of five nations,
threatening Tuesday to kill up to
200 hostages and demanding $10
million in ransom.
‘‘We’re going to take off, and if
you want to feast your eyes on
cadavers, that’s the way it’s going
to be if you don’t give us fuel,” a
pilot in Honduras said, prompted
by the hijackers. Two of the air
craft then lifted from a darkened
runway, their destination undis
closed.
At midnight Monday, hijackers
aboard the third plane in Guate
mala threatened to shoot their
hostages unless the government
provided a $10 million ransom, re
lease of political prisoners in
Venezuela and refueling of their
jet, airport officials said.
The 30 hijackers — 10 in each
plane — seized the planes Mon
day over Venezuela and coursed
through Latin American skies
with stops in El Salvador, Hon
duras, Aruba, Colombia and
Guatemala, releasing 108 passen

WASHINGTON — Affirmative
action remedies, including the
selective quotas, are needed to
combat discrimination, the U.S.
Commission on Civil Rights said
Tuesday.
In a report to President
Reagan, the commission opposed
quotas that “derive from prejudice
and exist to stigmatize entire
groups,” but said they are needed
to end discriminatory processes
and make equal opportunity a
reality.
It said sexual and racial discri
mination is far more entrenched
than affirmative action critics con
tend and that “such discrimination
will not yield to remedies that are
premised on ignoring its exist
ence.”
The report was issued as the
Reagan administration appeared
to be stepping up its effort to dis
mantle many of the civil rights
efforts of the past two decades and
oust commission chairman Arthur
Flemming.
“The only effective remedy is
affirmative action which responds
to discrimination as a self-
sustaining process and dismantles
it,” the commission said.
