Legislators, insurance com pany representatives and fire de partment officials are meeting in Dallas at the National Legislative Conference on Arson to consider methods of improving communi cation and of improving prosecu tion of arsonists. The conference opened Wednesday. “Arson is almost a no-risk prop osition,” Barry Walker, an Insur ance Information Institute spokes man, said. “To convict someone of criminal arson, you practically have to put the match in the guy’s hand.” Walker said only 16 percent of the nearly 150,000 arson-related fires in 1980 led to arrests. One measure now taken in 47 states which has improved arson investigation is a law that protects insurance companies from liability if they share policy-holder infor mation with fire and law enforce ment investigators.
