The officers said Monday they arrested James D. Sims Jr., 23, a cook, and Angela D. Robertson, 30, a waitress, during the weekend at the Airport Hilton on charges of extortion, possession of stolen property and selling trade secrets. Faced with losing her benefits because of President Reagan’s budget cuts, she feared she would take it out on her 4-year-old child. Joseph Spear of the Pennsylva nia Welfare Department said the woman’s case may soon become typical. He said: “She said, ‘My back is to the wall. In a year when child abuse has increased in most states, some welfare officials blame Reagan’s budget cuts for creating more in tra-family stress that leads to abuse. Others do not go so far, tracing the increase only as far as general economic problems or more frequent reporting of abuse. But with less money in welfare households, parents will be under more stress and more likely to take out their frustrations on their chil dren. “There is a big increase largely because parents arc more and more unable to provide for their children, said Julia Douglas, assistant director of Child and Youth Protective Services in Phi ladelphia. “The stresses of our times have been exacerbated by Reaganomics and the least capable person of getting out of the way is the child. ” Rose Orsborn, program dire ctor for the Texas Child Welfare Department, said: “It’s not just low-income families. The San Antonio Package Stores Association and several in dividual plaintiffs filed the federal suit Monday.
