Bexar task force chief faces
bribery, protection charges

SAN ANTONIO — The FBI
arrested the chief of the Bexar
County Sheriffs Department task
force Thursday on charges of soli
citing and receiving bribes from
county massage parlors.
Lt. Thomas A. Chavana, a 16-
year veteran of the sheriff s office,
was charged with “soliciting and
receiving bribes ... in return for
protection,” said FBI spokesman
Manuel Marquez said.
Arraignment was scheduled la
ter Thursday.
The San Antonio Light re
ported Thursday the FBI and sev
eral state agencies have been in
vestigating possible corruption by
Bexar County sheriffs officials.
The Light story said federal
prosecutors were reviewing a case
in which a sheriffs official was
videotaped Sept. 1 accepting a
monthly $400 payoff from the
operator of a massage parlor in
south Bexar County and promis
ing that her protection was “all
taken care of, all the way to the
top. ”
Sources close to the investiga
tion told the Light the two-month
FBI investigation was continuing
and was expected to lead to federal
grand jury indictments.
Two other high-ranking mem
bers of the sheriff s department
also were targeted in the investi
gation, the Light reported.
Sheriff Joe Neaves said
Wednesday he was not aware of
the investigation and promised to
cooperate.
The investigation began during
the summer and included the De
partment of Public Safety Intelli
gence Division, the Texas Rangers
and local police departments, the
Light reported.
Early last summer, two Texas
Alcoholic Beverage Commission
officers chanced upon a cockfight
ing ring in south Bexar County.
