SAN FRANCISCO — An orga
nization known for the reporting
of human rights violations by tota
litarian regimes says the FBI infil
trated trials, harassed witnesses
and withheld defense evidence to
gain convictions of minority poli
tical figures, including two who
are still in prison.
London’s Amnesty Interna
tional Tuesday said the FBI may
have contributed to the convic
tions of Elmer “Geronimo” Pratt,
a jailed Black Panther leader,
American Indian leaders Richard
Marshall and Leonard Peltier and
others.
Pratt and Marshall, who are
both in jail, say they are political
prisoners “framed” by the FBI.
The 144-page report said an
independent commission should
be formed to investigate how law
enforcement misconduct — by
the FBI and its Counter-
Intelligence Program — helped
win convictions.
Democratic Rep. Don Ed
wards, chairman of a House sub
committee on civil and constitu
tional rights, said he approved
creation of a commission but it
“will not be easy, especially in an
administration ready to unleash
the FBI and CIA.”
Edwards, who has pushed for
further investigation of Pratt’s
case, said the commission would
have to be approved by Congress
via the courts and the White
House.
Pratt, who has served 11 years
of a life term in San Quentin Pris
on, is awaiting a federal court deci
sion in Los Angeles on his petition
for release of more records.
The Amnesty report charges
that the FBI, through its COIN-
TELPRO program, sought to
“neutralize” Pratt and other lead
ers of what it called “black nation
alist hate groups.”
After his conviction in the 1968
shooting death of a Santa Monica
woman and wounding of her hus
band, it was learned that the key
prosecution witness, Julius Bui.

was committed.
Pratt’s attorneys have appealed
unsuccessfully in U.S. courts fori

Stuart Hanlon, Pratt’s lawyer,
said a U.S. district judge in Los
Angeles recently agreed to holdi
hearing on whether Pratt had suf
ficient information to conduct ar
inquiry into his conviction.
Amnesty International said the
proposed commission also should
look into the testimony of Myrtle
Poor Bear, used to convict Indian
Movement leader Marshall on
charges of helping in the Indian
confrontation with authorities in
South Dakota in 1975 and in tie
extradition of Peltier from Canada
on murder charges.

Richardson High School fans and

been named in a $171,000 damage
suit for burning the school’s ini
tials in the artificial turf of a Plano
football field.
Tony Golightly, Raul Garcia,
Frank Andrew Huggins and Phil
lip Martin Yonkos, ranging in age
from 17 to 19 at the time of the
fire, were given probated sent
ences on an earlier and related
arson charge.
Yonkos’ parents also were
named in the suit, which charged
they failed “to control and reason
ably discipline” their son.
The state district court suit,
filed Monday by Plano Indepen
dent School District, seeks to re
cover the cost of replacing the turf
damaged in the October 1979
blaze.

LOS ANGELES — An 8-ton
roller crunched and smashed its
way over a steel strip — paved
with phony Cartier watches worth
an estimated $1 million — in the
first government-supervised des
truction of counterfeit imported
goods.
The 4,000 fake watches, des
troyed Tuesday, had been seized
in San Diego by the Customs Ser
vice.
The case, dial and strap of each
watch bore the Cartier name, a
violation of U.S. trademark laws.
The counterfeit watches sell in
Mexico for $300 to $400 apiece.
Representatives of the presti
gious Cartier firm, which invests
much effort in tracking down
counterfeiters of its goods, said
the fake Cartier watches were
made of base metal plated with
gold and had movements of in
ferior quality.
They said the counterfeit
watches, which were being ship
ped from Switzerland to Tijuana,
Mexico, were almost identical in
appearance to authentic Cartier
watches, which sell for between
$625 and $20,000.
