After serving for years as a Par ker County constable for $1 per year, county commissioners approved a raise in salary to $10,200 for Stults, who also owns a security company. With car allo wance and office equipment, Stults will receive about $12,500 annually. The raise was not a generous gesture by commissioners; Stults had to ask for it. With the aid of attorney Gary Hagman, Stults approached com missioners two weeks ago about receiving a “fair salary.” Hagman quoted a previous Texas Supreme Court ruling which determined a constable must be given a fair salary. The ruling further stated that commissioners could be subject to prosecution for failing to pay a constable adequately. Stults is the county’s only const able. Positions in three other pre cincts have remained vacant for years, presumably because of the inadequate salary. Local officials anticipate greater interest, how ever, when filing opens for the positions in the next county elec tion. To fund the new salary, com missioners voted to remove one deputy sheriffs position from the budget by attrition, which angered Sheriff Billy Cain. “By (the commissioners’) ac tion, they show they don’t under stand the problems of law enforce ment in the county,” Cain said. Cain had told commissioners $1 was a fair salary for the constable position. “I think the county commision- ers made a mistake,” he said. Commissioners said because of the meager salary, Stults’ duties had been virtually nill. With the raise, the officials said the const able would be performing a more active role in county law enforce ment.
