WASHINGTON — President
Reagan Thursday confirmed he
will propose delaying scheduled
cost-of-living increases to reci
pients of federal benefits next year
in his newest attack on govern
ment spending.
The proposal is part of a pack
age of cost-cutting measures being
readied by the White House —
involving $16.3 billion in fiscal
1982 outlays — that also could in
clude closing the Energy and
Education departments and trim
ming the federal payroll by 75,000
jobs through attrition and termi
nations.
But during a picture-taking ses
sion with congressional leaders,
Reagan told reporters he will re
sist pressures to cut any more than
$2 billion from Pentagon spending
next year.

Baker. They said the proposals
have the approval of GOP con
gressional leaders.
Reagan conferred with the
bipartisan congressional leader
ship Thursday before discussing
the budget situation with his
Cabinet. Aides said the meeting
with the leadership focused pri
marily on the sale of AWACS
radar planes to Saudi Arabia.
The thfee-month deferral of
1982 cost-of-living increases
would apply to all federal benefit
programs, including Social Secur
ity, military retirement, food
stamps and black lung.
For the past several weeks,
Reagan has sought additional
spending reductions to get back
on track for a budget deficit of
$42.5 billion next year and a ba
lanced budget by 1984.
During the presidential cam
paign, Reagan promised to abolish
the Energy and Education depart
ments. And now he is actively ex
amining the possiblity of taking
such action.
Functions of the two depart
ments would be shifted to other
agencies.
Officials said dismissal of 75,(XX)
workers would save $300 million
in 1982 and $3.3 billion over a
three-year period. They would
apply to all agencies and reduce
the federal payroll by 6.5 percent.
The three-month deferral of the
cost-of-living increases would re
sult in a $5 billion saving, officials
said.
But they insisted the postpone
ment would not represent a re
treat on Reagan s promise Tues

BOSTON — Medical resear
chers Thursday announced they
have developed a male contracep
tive, but admitted there are draw
backs. It can cause hot flashes, im-
potency and loss of sex drive.
Researchers said the hormone
might even become a unisex con
traceptive because evidence indi
cates it inhibits fertility in women
as well.

the hormone LHRH effectively
suppresses sperm production, is
non-toxic and apparently has no
lasting effect on fertility once men
stop taking it.
But, they said further research
is needed to eliminate the side
effects.
In addition to reducing sperm
production, the researchers said
LHRH also cut production of the
male hormone testosterone —
causing a loss of sex drive, im-
potency and hot flashes such as
those experienced by women dur
ing menopause.
"I believe ours is the first study
in normal males in which we have
achieved cessation of sperma-
togeneis (sperm production)
which is totally reversible,’ Dr.
David Rabin of Vanderbilt said.
Development of a chemical
contraceptive for men has con
tinued to frustrate researchers
who are trying to find a way to
inhibit the production of sperm.
