OFFICIAL NOTICE TO STUDENT CONCERNING
TEXAS A&M UNIVERSITY STUDENT RECORDS POLICY
Annually, Texas A&M University informs students of the Family Educational Rights and Privacy Act of
1974. This Act, with which the University intends to comply fully, is intended to protect the privacy of
education records, to establish the rights of students to inspect and review their education records, and to
provide guidelines for the correction of inaccurate or misleading data through informal and formal hearings.
Students also have the right to file complaints with the Family Educational Rights and Privacy Act Office of
the Department of Education in Washington, D.C. concerning alleged failures by the University to comply
w/th the Act.
Local policy explains in detail the procedures to be used by the University for compliance with the
provisions of the Act. Copies of the policy can be obtained at the Office of the Registrar, located in Heaton
Hall on the Texas A&M University campus.
Questions concerning the Family Educational Rights and Privacy Act may be referred to the Office of the
Registrar.
DIRECTORY INFORMATION
The Family Educational Rights and Privacy Act of 1974 permits a university to establish certain
categories of information regarding students as “directory information,” and to then disclose this informa
tion to third parties without the student’s prior consent. However, prior to releasing directory information
concerning a student, the University must have afforded the student the opportunity to indicate that he
does not want directory information concerning himself released without his prior written permission.
Texas A&M University proposes to designate the following personally identifiable information contained
in a student’s education records as “directory information.”
1. The student’s name
2. The local address, home address including country, and the telephone numbers of the student
3. The date and place of birth of the student
4. The names and address of the student’s parents
5. The student’s major field of study
6. The student’s class schedule
7. Participation in officially recognized activities and sports by the student
8. Weight and height of members of athletic teams
9. Dates of attendance, degrees and awards received
10. Previous educational agencies or institutions attended by the student
11. Sex, nationality, race and age of the student
12. The student’s photograph
13. Achievement awards or honors
14. The student’s class standing
15. Parking permit information
The University will release “directory information” to third parties unless the University receives timely,
written objection to such release in accordance with the procedure herein described.
Students who wish to have “directory information” withheld must complete the appropriate form in the
Registrar’s Office by Friday, September 18, 1981. Students who have requested information withheld in
the oast must renew their request each year within the first three weeks of the fall semester.
The student must realize that approximately one month is needed to remove this information from
materials already in circulation. However, the campus directory is printed only once a year, and after
printing, no information can be removed.
The student is responsible for renewing this request each September, and the validity of the requests
extends from the date of the request to the following September 1 st.

Third explosive found
railcar manufacturing
United Press International
TEXARKANA, Ark. — Police
have been reluctant to link the
most recent explosive — a home
made hand grenade — found near
the North American Car Co. plant
to two others found attached to
utility poles at the plant last week.
The hand grenade was thrown
in front of the Brotherhood of Rail
way Carmen of United States and
Canada Monday morning. The
bomb, as with two others found
last week, failed to explode.
Police Sgt. Bill Moore said au
thorities have developed no mo
tive or suspect in the latest
attempted bombing. He said,
however, that whoever made the
three bombs knew how to rig ex
plosives.
“There are a lot of variables
involved with that (grenade),”
Moore said. “I don’t think you can
make a connection with the union
and the company.”
Two bombs were found last
week when company officials be
gan taking applications to replace
union members who had been on
strike since April. If they had ex
ploded, the two nitrate-based

bombs would have knocked out
power to the railroad car repair
and manufacturing company, au
thorities said.
Union members found the gre
nade in front of the union offices
beneath a pickup truck, police
said. A union member, Ed Kain-
er, removed the fuse from the
homemade explosive.
The police sergeant said the un
ion man may have risked his life
when he defused the gunpowder-
filled grenade.
Moore said the “crudely
formed” bomb — if it had ex-
near
plant
ploded — would have created a
concussion in a 15-foot radius, but
the grenade contained no material
which would cause fragmentation.
He said the bomb failed to explode
because the fuse didn’t ignite
when the triggering pin was
pulled.
Union representative O.D.
Moore said that when the mem
bership voted to strike in April,
members were told that no vio
lence would be tolerated.
“If we caught them, we’d cer
tainly report them,” the represen
tative said.

federal judge the Texas Legisla
ture based its decision to ban the
commercial harvest of redfish and
speckled sea trout on faulty infor
mation.
Harvey Bullis, a retired marine
biologist who had worked for the
U.S. Fisheries Service, Monday
testified he does not believe the
species are in danger of extinction,
despite contrary claims by the
Texas Parks and Wildlife Depart
ment.
Bullis’ testimony was part of an
effort by commercial fishermen to
overturn the new law. The fisher
men have asked U.S. District
Judge James DeAnda to issue an
injunction suspending the law,

which as of Sept. 1 made illegal
commercial redfish and speckled
sea trout harvests.
The law, which is scheduled for
review in two years, does not ban
sport fishermen from fishing for
the species.
Bullis, who now works as a pri
vate fisheries consulant, said the
redfish and sea trout, which are
popular seafood restaurant fare,
are not suffering from “biological
stress” and the new ban on com
mercial harvest is not logical un
less sport fishermen also are ban
ned from hunting the species.
Although Bullis admitted under
cross-examination that he had not
studied fish population surveys
from 1980 and 1981, he said ear
lier surveys from 1974 through
1979 showed a 44 percent increase
in the availability of redfish.
Dr. John Stockton, a retired
University of Texas statistics pro
fessor, told DeAnda that the sta
tistical material brought before
the legislature was faulty.
“I guess this is the worst data I
have ever seen,” Stockton said,
adding that the material was too
inaccurate for the legislature to
have based its decision.
