Phil Gramm, the Texas Democrat who helped push Reagan Administration budget cuts through Congress, has compiled a new list of budget balancing moves, a Dallas news paper reported Wednesday. As Congress returns from a month-long hiatus, Gramm said he is positioning himself in the center of the controversy with a $40 billion package of proposals to trim the federal deficit, the Dallas Morning News said. “We re trying to come up with $10 billion to $15 billion worth of additional 1982 savings, not an overall budget resolution,” Gramm said. Gramm represents the sixth district, which includes Brazos County. In addition to new budget cuts, Gramm’s plan calls for raising in come through several tax sources, including taxes on unemployment insurance payments. Gramm worked with House Republicans and the Reagan administration to hammer out the stringent budget resolution the House approved in May. He also played a central role in pushing a $35 billion package of budget cuts though the House in July, which drew fire from House Majority Leader Jim Wright of Fort Worth and other Democratic leaders. Although the Administration has predicted a federal deficit of $42 billion, many analysts say it may top $60 billion.
