Under the bill, now before the
City Council, horse owners would
have to pay a $25 annual license
fee; attach a metal tag bearing the
license number to the bridle or
harness; brand the left hoof of re
ntal horses with the license num
ber, and furnish heat or blankets
in stables during the winter.
In addition, rental horses
would have to be clocked in and
out to ensure a carriage horse is
not worked more than 10 hours
and a rental riding horse more
than eight hours. Carriage horses
would not be allowed to move fas
ter than a trot and rental riding
horses would be kept to a canter.
At a public hearing Monday at
City Hall, horse owners voiced
opposition to the legislation, the
product of more than two years of
hearings.
While speakers agreed the bill
seeks humane treatment for anim
als, most said the $25 fee would
