In addition, rental horses would have to be clocked in and out to ensure a carriage horse is not worked more than 10 hours and a rental riding horse more than eight hours. Carriage horses would not be allowed to move fas ter than a trot and rental riding horses would be kept to a canter. At a public hearing Monday at City Hall, horse owners voiced opposition to the legislation, the product of more than two years of hearings.
