United Press International Undaunted by mass dismissals, striking air traffic controllers in Texas Monday began the second week of their walkout and watched their jobs being taken over by military controllers. Area airlines, trying desperate ly to cash in on whatever was left of their peak revenue season, read justed their schedules under gov ernment orders to operate only at 75 percent capacity. Braniff International, already faced with monumental debts, made no announcement about re hiring over 1,000 of its employees laid off at the start of the strike. Its Dallas-based competitor, American Airlines denied reports it too was planning to furlough 1,500 of its employees but a spokesman said the possibility of layoffs in the future could not be ruled out. The hill, which now goes to Gov, Bill Clements, no longer in cludes a controversial amendment that gave oil and gas companies a large tax exemption. The amendment was added to the bill by Sen. Tati Santiesteban, D-El Paso, at the request of the El Paso Natural Gas Co.
