Smith addressed the Houston Chamber of Commerce Monday via closed circuit hook-up from Washington. He blamed the “intolerable situation’’ with undocumented workers on the lack of an enforceable immigration policy. “All of these needs have reached their pre sent dimension because the country has not had a realistic and comprehensive immigration policy that it could and would enforce,” he said. He estimated that there were more than a half million illegal aliens in Texas, along with 75,000 refugees from Laos and Cambodia. He said the proposed policy would have the stron ger effect on Texas, but called it a “national policy.” The president’s legalization or amnesty program for illegal aliens now in the United States could allow for up to 5 million of them, mostly from Mexico, to stay here and work legally on a temporary basis, which could be extended every three years. Smith emphasized, however, that the new policy would work only with the cooperation of the employers who are supplying jobs to illegal aliens. “It is not now an offense for an employer to hire an illegal alien. That must be corrected,” Smith said. “As long as illegal aliens can find jobs in the United States, with wage; seven times as much as in their owncj they will be drawn to the United Stats The president’s new policy will al# Mexican jobseekers to work in the! The House voted 78-66 Mon day to send the controversial re districting proposal back to the House Committee on Regions, Compacts and Districts for work on a plan that will be more “acceptable” to Democrats. Bob Slagle, chairman of the State Democratic Party, said party solidarity was responsible for the victory over Clayton. “This was a very satisfying vote for me. We kept coming up short by a vote or two, so we are very happy. Now we ll get this thing back in committee and try to get something that is acceptable.” Clayton, hoping to gather the votes to thwart the effort by the Democratic Caucus to send the bill back to committee, stalled House action for more than four hours before recognizing Rep. Bob Bush, D-Sherman, on a mo tion to recommit the proposal. The House took 15 minutes to accept the motion by Bush, the chairman of the Democratic Caucus. Bush contended the bill was pushed through the committee last week by the panel’s sponsor, Rep. Tim Von Donlen, D-Goliad.
