Districting battle continue

AUSTIN — Liberal Democrats who nar
rowly lost attempts during committee deliber
ations to give a congressional redistricting bill
more Democratic dominance have pledged to
continue the fight before the full House.
Rep. Craig Washington, D-Houston, said
Tuesday he and at least four other members of
the House Committee on Regions, Compacts
and Districts would present a minority report
to the House. The full House was expected to
begin debate on the congressional reappor
tionment plan at 11 a.m. Wednesday.
“I think our plan is truly reflective of the
committee and the House, ” Washington said.
Washington and Reps. Hugo Berlanga, D-
Corpus Christi, and Paul Ragsdale, D-Dallas,
lost narrow attempts to amend the plan by the
committee chairman. Rep. Tim Von Dohlen,
D-Goliad.
Von Dohlen stalled committee action on his
plan for three days last week when it appeared
that Ragsdale had the necessary 10 votes for
committee approval of his own plan, which
favored Democrats. During the weekend Von
Dohlen reworked his plan and won approval
14-5 on Monday for the proposal that would
allow Republicans to gain two of three new
districts, and possibly defeat at least one in
cumbent Democrat, Rep. Jim Mattox of
Dallas.
Washington, angered with Von Dohlen for
manner in which he handled the committee
deliberations, offered an amendment to sepa
rate Reps. Bill Patman, D-Texas, and Ron
Paul, R-Texas. He lost 10-9 on an amendment
taking Brazoria County of Patman’s district
and freeing Paul to run in his own district.
“I got nine votes and I didn’t even lobby. I
just worked a few (population) numbers and I
got nine votes. I could have gotten 12 votes if I
had lobbied,” Washington said.
He said the minority report would be essen
tially the same bill the Senate has already
approved, but with a few changes for Dallas
County, South Texas and the district!
