Affects many in vote-crucial Florida
Carter signs Social Security reform bill

WASHINGTON — President
Carter Monday signed a Social
Security reform affecting 430,000
people, many in Florida, which he
feels is crucial to his election effort.
The Social Security bill helps peo
ple affected by the 1977 change in
computing recipients’ outside earn
ings from a monthly basis to a yearly
basis.
Under current rules, $1 in be
nefits is lost for every $2 of earnings
above $5,000 a year.
When the income test was
changed to annual computation,
salesmen, teachers, Medicare reci
pients and students were affected
because they had been eligible for
benefits during some months but in
good fmanial shape in others. Under
the new annual income reporting

benefits that could be needed later.
Under the revisions signed by
Carter, about 50,000 self-employed
people, mostly salesmen, would be
able to exclude from the earnings
tests commissions paid for work done
previous to retirement.
Also, about 100,000 student reci
pients who receive benefits for sev
eral months while looking for work
would not be penalized in their first
year of retirement for having earned
substantial amounts during part of
the year.
About 265,000 teachers over 62
who might have taken benefits dur
ing the summer months and then
returned to full-time work before re
tiring, would not be penalized by the
newer annual income test.

About 15,000 persons who apply
for Medicare but who are not retired
would not have to simultaneously
apply for Social Security benefits
that would be automatically trig
gered by a temporary layoff.
The bill would cost $86 million in
the coming fiscal year and about $50
million a year through fiscal 1985, a
House Ways and Means Committee
aide said.
It also contains an amendment
barring prisoners from disability be
nefits for injuries suffered in the
commission of a felony and suspend
ing disability payments from prison
ers unless they are in a rehabilitation
program approved by a court.
