HUNTSVILLE, Texas — Texas prison officials, braced for a net
doubling of the state’s prison population by 1990, will seek a 19821
budget of $533.4 million — 72 percent greater than the 1980-81 outlai
The Texas Department of Corrections board heard estimates S®
day that the prison population will climb from 28,733 to more Ik
50,000 in the next decade and approved the new budget request.Hi
1980-81 budget was $310.7 million. The vote was 7-1, with Hi
Zachry Jr. of San Antonio voting no.
TDC Director Jim Estelle told the board he had planned toseekm
new prison unit but asked for three at the recommendation of Gov. i!
Clements. The budget must clear both Clements and the legislate
before it can become reality.
Estelle said one cost increase will be security guards because IK
will try to reduce the inmate to guard ratio from 13 to 1 to 10 to Ik
hiring 1,209 new guards.
The proposed budget also will include pay raises intended to redas
the 60 percent turnover rate among TDC officers, Estelle said.
Texas already has the largest prison population in the nation. PriM
officials said they have grown worried about the steady increase it k
prison population because overcrowding increases tension.
