NEW YORK — Washington’s
latest anti-inflation measures are
forcing bankers to deal with a long-
simmering issue that has no easy
answers: how to make consumers
pay for the services of their Visa and
MasterCard charge cards.
Most of the 56 million Americans
who carry 120 million bank cards are
oblivious to any problem. That’s be
cause banks, with a few exceptions,
have kept mum while they debated
what to do about their unprofitable
card operations.
But now the Federal Reserve is
forcing card issuers to curb credit
extensions as part of the anti
inflation drive, letting the issuers
themselves decide just how to do it.
Whatever measures the issuers
come up with — higher finance
charges and minimum payments,
transaction fees and annual dues are
possibilities — will have the dual aim
of meeting the anti-inflation rules
and shaping how bank cards will op
erate in the future.
“This is the greatest thing that
ever happened to hanks and their
cards,” said credit card specialist H.
Spencer Nilson. "Carter is doing for
the banks what the banks couldn’t do
for themselves — making their cards
profitable. ”
Nilson, editor of the Nilson Re
port, a Santa Monica, Calif., publica
tion covering the credit card indus
try, guesses Visa and MasterCard
issuers lost $1.4 billion last year as
the cost of carrying card balances far
outstripped merchant commissions
and the finance charges paid by car
dholders.
The $1.4 billion estimate can’t be
confirmed since hanks publish no
uniform card figures and the govern
ment doesn’t ask for them. But
there’s no question hanks are taking
a hath on cards with today’s record
interest rates.

Scientist uses X-ray
to make cancer cells

DAYTONA BEACH, Fla. — In a
breakthrough in radiation research,
a New York biologist has succeeded
for the first time in using X-rays to
convert normal human cells into can
cerous cells.
The development represents a
major step in efforts aimed at reduc
ing uncertainties about the risks peo
ple face from low doses of radiation,
and in evaluating compounds such as
vitamin A that might protect against
radiation damage.
Scientists for years have been sub
jecting animal cells to radiation to
measure cancer hazards, but thev
had been unable to transform human
cells into a malignant state with
radiation.
Dr. Carmia Borek of Columbia
University performed the feat last
May and just announced her success
to the scientific community in the
British journal. Nature.
She used human skin cells sub
jected in a glass dish to an X-ray dose
of 400 rads — a dose that could be
fatal to a person in a whole body
exposure. A chest X-ray provides a
dose of less than one-fourth of a rad.
To prove the normal cells were
made cancerous by the radiation,
they were injected into a special
breed of mice that have a suppressed
