Under the schedule, a new con tract covering 450,000 USW mem bers at nine major steel companies is to take effect Aug. 1. If an agreement is not reached by April 14, the talks will go to arbitration. The basis for the “down-to- business” approach could be the re sult of an industry with outmoded plants battling cheap foreign steel imports from government-backed competitors. While sources on both sides say productivity and the economic trou bles facing the steel industry are leading issues, there are other im portant areas. Steel executives said they intend to seek modifications in the indus try’s “no strike” labor agreement, which they say is too expensive. Another issue is safety. Joseph Odorcich, USW vice president for administration, said 131 union mem bers have been killed in the basic steel industry since August 1977, an average of more than four deaths a month. He has called for action to reduce hazards, the USW newspap er Steelabor reported. He industry bargainer, J. Bruce Johnston of U.S. Steel Corp., said there is enough blame for all to share but 66 percent of the deaths was due to violation of rules caused by unsafe actions rather than conditions. The industry apparently is pre pared to make a productivity issue of contracting out maintenanne work. The companies have said the “peaks and valleys” of large-scale repair pro jects make it uneconomical to keep large maintenance forces. Johnston stressed cost effective ness as a key concern as the industry looks at the best ways to achieve pro- fitahility.
