HARRISBURG, Pa. — A judge
Monday rejected a plea by the oper
ator of Three Mile Island to bar re
porters from a court hearing about
articles done on last year’s nuclear
accident.
Dauphin County Judge John C.
Dowling dismissed Metropolitan
Edison Co.’s claims that sensitive
security information would be dis
closed by allowing the news media
access to the hearing. Met-Ed
sought to stop publication of articles
about alleged lax security at the crip
pled nuclear power plant.
The articles, set for publication to
day, were written by a reporter for a
local weekly, The Guide, who
breached security at the plant by get
ting a job as a guard and sneaking a
camera inside.
Met-Ed lawyer William Reynolds
said publication of the articles could
threaten plant security and that news
coverage of the hearing would reveal
the same information, even if the
article was suppressed.
But Dowling told the utility’s
lawyers, “Thirty to forty years of
(court) decisions say you can’t do it.

Dowling noted that in a previous
case, the U.S. Supreme Court ruled
that prior restraint is not permissible
under any circumstances.
The First Amendment question
was touched off by a disclosure that
Guide reporter Robert Kapler, on
his first assignment out of journalism
school, succeeded in getting hired as
a guard to patrol reactor Unit No. 2,
site of the nation’s worst nuclear acci
dent. He worked there between Jan.
2-19.
Met-Ed claims that publication of
his articles on security at Three Mile
Island could endanger the welfare of
the public if the information got into
the hands of saboteurs.
The Guide’s editor, Richard Hal
verson, said the articles were in
tended to expose the “shabby” state
of security that exists at Three Mile
Island.
“The fact that a cub reporter could
get in there and waltz around for two
weeks speaks of the security prob
lems at Three Mile Island, ” Halver
son said.

Rep. John Anderson believes he
will win the Republican presidential
nomination if his party wants a
“genuinely moderate” candidate.
And Rep. Philip Crane says his
chances hinge on being the most
conservative man available if Ronald
Reagan fails.
The two Illinois congressmen,
representing different wings of the
Republican Party, are the long-shot
candidates in the crowded GOP
field. They were interviewed on
separate television programs

Anderson said his prospects hinge
on the chance that the Republican
rank-and-file may decide that only a
moderate can attract the indepen
dents and Democrats needed to win
in November.
He revealed that he has qualified
for federal matching funds — a pro
cess requiring $100,000 raised fron^

less — and expects a check for
$300,000 soon.

has made a “spectacular rebound”
