Holding the maneuvers was a constructive move, and their timing was right. The exercises . . .were conducted in a subdued way to send a clear but low-key message . . .to Moscow . . . .Americans definitely plan to expand their military presence in the Middle East. The United States is being properly cautious at least in public about any new military link-up with Egypt. The most that the Pentagon is saying now is that Americn military men can be expected to return to Egypt from time to time for additional training exercises. Since Egypt’s President Anwar Sadat is now the Americans’ best friend in the Arab world, U.S. access to Egyptian landing fields would seem assured if the need should develop.
