WASHINGTON — Agriculture
Secretary Bob Bergland said Wed
nesday the government takeover of
private traders’ contracts to sell
grain and soybeans to Russia was
necessary to protect farmers from a
disastrous collapse of market prices.
Bergland disputed charges that
the government moved to save grain
traders but not farmers after Presi
dent Carter embargoed 17 million
tons of grain and 1 million tons of
soybeans bound for Russia.
He said that to protect farmers of
the country from a disastrous col
lapse of market prices officials had to
keep the grain dealers from losses
that would “reverberate down
through the whole .trading system,
finally reaching the farmer.”
He said our farmers will not “take
a financial bath” because a series of
government actions are intended to
take enough grain off the market so
the supply will be the same as be
fore the embargo.
He said this is the first time«

Bergland, in a speech to the
Pacific Northwest Farm Forum in
Spokane, Wash., said if the con
tracts were not taken over “the
banks that financed the grain com
panies would insist on the com
panies dumping the grain back into
the marketplace, crushing prices
and causing losses of millions of dol
lars. ”

NASHUA, N.H. — The United
f States could blockade the Persian
Gulf and Cuba if the Russians move
over the Afghanistan border into
Iran, Republican presidential can
didate John Connally said Thursday.
“They’re moving toward captur
ing the resources of the Middle
East,” the former Texas governor
said of the Soviet presence in Af
ghanistan.
He told a group of southern New
Hampshire businessmen and com
munity leaders that the Russians
consider Afghanistan “just a way sta
tion on the way to the Persian Gulf,
the warm water port they've wanted
since the days of Catherine the
Great 300 years ago. ”
Connally said if he were president
and the Russians made a move to
ward Iran, he would set up a selec
tive blockade of “all of the ship
ments out of the Persian Gulf ex
cept petroleum flowing to United
States allies. However, he said he
would not allow any Iranian oil to
make it out of the Middle East.
Connally also advocated blockad
ing Cuba if the Russians move into
Iran. He said such a naval blockade
of the island should continue until
the Cuban government pulls its
troops out of Angola, Ethiopia and
South Yemen.
Stopping in the first state to hold
a GOP presidential primary, Con
nally had particularly harsh words
for President Carter — saying the
nation’s commander in chief has
shown the Russians “weakness and
appeasement.
