called Texas discrimination victims

SAN ANTONIO — Discrimina
tion in all aspects of life has hardly
declined in the past 10 years for
female, Mexican-American and
black Texans, according to a 71-page
statistical study released Wednes
day.
The survey, prepared by the
Texas Advisory Committee to the
U.S. Commission on Civil Rights,
shows that education, employment,
administration of justice and politi
cal participation continue to be
overwhelmingly dominated by
Anglo males, despite programs de
signed to give women and
minorities greater access to such ac
tivities.
“While blacks and Mexican-
Americans together make up
slightly less than one third of the
state’s population,” the report said,
“they are almost two-thirds of those
at or below the povery level. The
unemployment rate among minority
group members in Texas is approx
imately twice that of Anglos.
“Blacks and Mexican-Americahs
are far behind other Texans in edu
cational achievement. Almost two-
thirds of the Texas prison population
is minority. The number of
Mexican-American and black
elected and appointed officials lags
far behind the percentage that they
represent in the population.
Other key findings of the statisti
cal survey included:
— Although Texas ranks third in
population among the 50 states and
“in spite of its international fame for
opulence and tremendous wealth, ’
it ranks 22nd in the amount of
money spent on education.
— Educational decisions at all
levels are almost exclusively in the
hands of Anglo males.
— Anglo males have dominated
90-100 percent of elected positions
at all levels. Blacks have been
virtually excluded from elected posi
tions, and while there are somewhat
more Mexican-Americans elected,
they are almost all found in south
Texas counties where Mexican-
Americans make up overwhelming
majorities of the population.
Females are also excluded but tend
to fare marginally better than minor
ity males. Minority females are the
most underrepresented group
among elected officials.

Collapsed oil rig to be repaired

HOUSTON — An oil exploration
drilling platform that fell about 5
feet into the Gulf of Mexico will l>e
towed to Brownsville for repairs,
the owners have announced.
James Huie, president of West-

rig Western Triton II, said workers
at the site 70 miles southeast of Gal
veston were dismantling its legs for
the move.
