The ruling, on two class action
lawsuits filed by civil rights groups,
was issued three days before the re
porting period was to expire. Shortly
after the court made its announce
ment, Justice Department spokes
man John Russell said Civiletti had
extended the reporting period for
two weeks, until Dec. 29.

reporting regulations to be pub
lished in the Federal Register.
