WASHINGTON — Republican
presidential contender John Connal

didates, said Wednesday he would
not take federal matching funds
available for the primary campaigns.
The former governor of Texas,
who has raised more than $7 million,
said he always was philosophically
opposed to the law allowing candi
dates to take federal funds to finance
their campaigns. But he said the
main reason he made the decision
was “it gives me flexibility” to spend
more than the statewide limits in the
early primaries.
Federal election laws limit the
amount of spending in each primary
based on the number of voting-age
people. Thus% Connally — faced
with a “catch up” campaign against
front runner Ronald Reagan —
would have been limited to $264,000
in New Hampshire and $1.3 million
in Florida, much of which was
already spent on last month’s straw
poll.
Connally said he needed to raise
and spend as much as he can because
the television networks have not
made commercial time available to
him.
“The failure of the networks to
make meaningful time available to
me is tantamount to supporting and
enhancing the advantage of my
opponents,” he said at a news confer
ence.
He said spending limitations have
the effect of protecting incumbents
and aiding front runners.
