These objectives became the basis for the Texas Assessment of Basic Skills (TABS). TABS is de signed to measure the achievement of students in the three basic areas. The test will help identify stu dents who have not mastered skills considered essential. The first year of the program will involve fifth and ninth graders. Third graders will be added to the annual program in 1981. Students completing the third, fifth and ninth grade each year will take the tests in late March or early April, depending on local school dis trict schedules. Neither Bryan nor A&M Consolidated have set dates for the tests. Burnett, assistant supertintendent- instruction. Exemptions will be given to students whom the district has determined will not do well on the test. These students will be chosen by teachers’ recommendations and test scores from other district- administered tests, Burnett said. Each test question will relate to a specific objective or skill students are expected to learn by the time they complete the third, fifth or ninth grade, Alton Bowen, Texas Commissioner of Education, said. Many months of preliminary work necessary to building the tests and setting guidelines have been com pleted by both curriculum and assessment specialists at the Texas Education Agency. Public school teachers, curricu lum directors and principals from throughout the state have worked with Texas Education Agency staff members to decide what should be measured at each grade level and how the test questions should be constructed. No personnel from either Bryan or A&M Consolidated worked with the agency in developing the test. Specific test questions will change each year. At the same time, the test designers work to maintain the same level of difficulty, Bowen said. Designer of the test is the Educa tional Testing Service of Princeton, N. J. The State Board of Education granted the testing service a $118,446 contract on Sept. 8. The contract covers test develop ment and field testing from Sept. 10 through Jan. 7. The contract also includes de velopment of reading and math tests for fifth grade, development of writ ing tests for fifth and ninth grade students and field test administra tion and analysis of results for the Texas Education Agency. The testing firm will develop writ ing exams for fifth and ninth grade students. This is a difficult test area, Bowen said, because good writing is hard to judge objectively. The Educational Testing Service, Bowen said, has developed proce dures for training people to do the scoring in otlier, states.
