AUSTIN — The chief energy
adviser to Gov. Bill Clements said
Tuesday he is prepared to recom
mend reinstitution of an odd-even
day gasoline allocation plan in Texas
if the shutoff of Iranian oil imports
results in long lines at gasoline sta
tions or a sharply reduced gasoline
supply for December.

But Ed Veter added he has no
immediate plans to recommend the
governor renew the odd-even gaso
line allocation plan implemented
during the summer months in 17 of
the state’s 254 counties.
Vetter warned, however, gasoline
supplies already were down 1 per
cent from October before the Iranian
shutoff, and noted Saudia Arabia has
announced plans to reduce its oil
production by 1 million barrels daily
at the end of December.
“The Iranian shutoff is just one
more straw on the camel’s back,”
Vetter said.
He said the end to Iranian imports
announced Monday by President
Carter will not necessarily mean a
sharp reduction in available gasoline
supplies.
“If Iran, which furnishes about 4
percent of our total oil require
ments, stops selling to the U.S. and
sells that oil to West Germany, for
example, then West Germany would
not be buying that amount of oil from
someone else such as Nigeria, and
we could have access to that Nige
rian oil,” Vetter said. “But it would
be at higher prices.”
Although Vetter said there are no
immediate plans to reinstitute the
odd-even gasoline sales in Texas, he
added, “We are looking at it very
carefully and continually, and at
such time as might be appropriate to
impose odd-even again, we will do

and it wouldn’t bother me at all to
implement it, but I wouldn’t want to
do it just as some sort of symbolism. ”
Vetter said he believes California
Gov. Jerry Brown’s decision to im
plement the odd-even sales system
again is at least partially symbolic to
show support for Carter’s decision to
halt Iranian imports and support for
Americans being held hostage in
Iran.
The November gasoline allocation
for Texas was about 750 million gal
lons, down 1 percent from October
and 7 percent less than for the same
month of 1978, Vetter said.
He said officials had anticipated
$l-a-gallon gasoline prices would
cause a significant drop in driving by
Texans, but said that reduction has
not occurred.
“I hope Texans will understand
that it is a tough situation, but it is
not the end of the world, and I hope
they don’t rush out and start buying
two or three gallons of gasoline,” he
said.
Vetter said the decision on
whether to re-implement the odd-
even allocation system will he deter
mined by the length of lines at gaso
line stations.
