Gary Halter, College Station city
councilman and Texas A&M Uni
versity political science professor,
has outlined the laws, responsib-
lities and routines of city councils in
a book to be published this month.
Halter has taught political science
with an emphasis on urban politics
at Texas A&M for 10 years and has
been a councilman for nearly five
years.
“I was tired of what I saw happen
ing — bad decisions in terms of
planning and zoning,” he said, so he
ran for city council.
Halter said being a councilman
has been a good experience academ
ically and personally.
Blending his academic and politi
cal experience. Halter’s book, “An
Orientation Handbook for Board
and Commission Members,” is writ
ten for layman and aimed at gov
ernments in medium-sized cities.

This year’s selection is a good
one. Brown said. Children’s books,
novels, old text books, volume sets,
magazines, records, posters and art
prints will be for sale, with prices
ranging from 10 cents to $1.

tional institutions — one in Israel —
as recipients of funds raised through
the program.
He was scheduled to present the
$85,000 check to Texas A&M Presi
dent Jarvis E. Miller this morning at
the Cameron Iron Works World
Headquarters Building. The pre
sentation will follow a meeting of
Cameron Iron’s board of directors,
of which Borman is a member.
McDonald’s restaurant has do
nated coupons to the organization,
which entitles any person who
spends $5 at the sale to a free
McFeast sandwich.
Proceeds from the sale will go to
purchase new materials for the li
brary, Brown said. The amount of
money taken in will determine what
the organization will buy. From
previous sales, profits, art prints, a
special magnifying machine for the
visually handicapped and paperback
books have been purchased.
Brown said this year’s sale should
be one of the best ever.

second part describes how two
Texas cities — Temple and College
Station — run their local govern
ment bodies.
The first part is divided into sev
eral sections which outline the pro
cedures for conducting a meeting —
such as the rules, routine and roles
of members. The section also has a
basic chart of parliamentary proce
dure motions.
The next few sections outline how
to work with city staff, liability for
actions, the open meetings laws and
administering and taking the oath of
office.
The second part of the book de
scribes the structures of various
boards — from city council to
plumbing boards — which cities
might have. The number of mem
bers, qualifications, powers, duties
and statutes creating each board are
outlined.
Halter said he used College Sta
tion and Temple because between
the two cities, nearly all the difier-
ent types of boards are covered. For
example, Temple has two separate
boards of planning and zoning and
College Station has only one.
Halter said his is the first publica
tion to outline the various types of
governmental boards.
Halter works with the Texas
Municipal League, an association of
municipalities which provides in
formation and legal services to
cities. He said it was through this
work he became aware of the need
for such a book.
Halter and Biles started work in
June. Halter said he wrote and Biles
researched and edited. The book
will be published by Oct. 26.
