A man who identified himself to police as Salieu Mohammad Bah, 31, climbed over the rail of the spectators gallery Monday and jumped nearly 20 feet to the House floor below. As he made his way down the aisle to the speaker’s desk, the intruder said he wanted to speak. He was collared by guards and removed from the chamber before he could say anything more. Police said they did not know what cause Bah wanted to espouse. About two dozen House members were in the chamber when the incident occurred. Bah was taken to a local hospital after complaining of back pains, but X-rays did not indicate he had suffered any injury in the jump. He was charged with disrupting Congress and unlawfully entering or remaining on the floor of Congress. Both charges are mis demeanors. (Plant AREHOUS 3722 S. But the Supreme Court spokes man said Brennan, 73, has not yet made up his mind about stepping down, and he “is certainly staying through this term.” Press officer Barrett McGurn re sponded to a Washington Post re port Tuesday that Brennan, often described as the most liberal member on the high court, told a reunion of former law clerks last weekend he was giving serious con sideration to retiring and would make his final decision in De cember. “Justice Brennan has not decided to retire although he has considered it,” McGurn told reporters today. He indicated he talked with Bren nan this morning about the subject. Brennan’s departure prior to January 1981 would assure Presi dent Carter at least one appoint ment to the Supreme Court. The last justice named to the court was suffered a slight stroke which impaired the use arm. Unit 1 of the United Public Workers Union, lowest-paid of any civil service unit in the state, walked off the job Monday in a dispute over higher pay and increased fringe benefits. The strike canceled refuse collec tions statewide and affected janito rial and food services at public schools, colleges and the state men tal hospital. The Honolulu Zoo, municipal golf course and other rec reational facilities were closed. About 200 National Guard per sonnel were put on alert in case they were needed for security at state jails, but some members of UPW Unit 10 worked despite the Unit 1 picket line, and the guardsmen were not needed for guard duty. Acting Gov. Jean King said “one or two” National Guardsmen would be allowed to fill in for striking UPW cooks at each of the state’s eight jails, if needed. King, acting for Gov. George Ariyoshi who is on a trip to China, said concern over whether prisoners would get their evening meal prompted the decision to allow the guardsmen to work as cooks. Sympathy strikes by other UPW units and the state’s largest public employee union, the 15,850- member Hawaii Government Em ployees Association, were headed off by court orders, and Hawaii schools remained open.
