The recommendation came on a 14-0 vote on an amendment offered by Sen. Charles Percy, R-Ill. Percy’s proposal would not re quire approval by the Soviet Union. But it reinforces the “non circumvention” article in the treaty which prohibits both superpowers from trying to find ways to get around treaty restrictions. The Percy motion carried after at tempts by Sens. Richard Lugar, R-Ind., and John Glenn, D-Ohio, to write a tougher version failed on 10-4 and 8-6 votes. In an address before the Business Group on Health, Carter said she believed the corporate world “is ready to assume a leadership role in erasing the stigma against workers who have been afflicted with mental or emotional illness.” “The common view that a person who has been treated for a psychiat ric problem is a bad risk — that he or she may be dangerous, irrespon sible or untrustworthy,” she said. While it is recognized some indi viduals have chronic problems that need “special care, she added, “the stigma is so widespread that a silent constituency of valuable citizens must hide the fact that they have received treatment because they are terrified it will affect their chances of finding or keeping a good job.
