The planned discussions were re vealed Monday while Gov. Harry Hughes was saying Irsay assured him that he has not made up his mind about taking the team out of Baltimore. Hughes said Irsay told him during a telephone conversa tion last week that he would con sider the state’s plans to improve Memorial Stadium before deciding to move the Colts. Hughes’ staff is expected to com plete a report this week stating that it will cost less than the $25 rnillion estimated for the improvements. Irsay wants to expand the number of unobstructed seats as a condition for keeping the team in Baltimore. NFL officials said that Irsay’s plans to move the team will be dis cussed by owners at their Dallas meeting despite the Colts owner’s reported assurances to Hughes that he is keeping an open mind on the issue. NFL Executive Director Don Weiss said Irsay has asked to have his proposal placed on the agenda at Bucs heat Orioles; even series The Pittsburgh Pirates sent the World Series to the seventh and deciding game by shutting out the Baltimore Orioles 4-0 Tuesday night. It was do-or-die for the Pirates who, at one point in the series, were down three- games-to-one but have rallied and won the fifth and sixth games. The final game of the 1979 World Series will be played in Baltimore tonight starting at 7:30 p.m. (CDT). Gervin leads Spurs past Atlanta United Press International ATLANTA — George Gervin hit a jump shot with four seconds re maining to lift the San Antonio Spurs to a 118-116 victory over the Atlanta Hawks Tuesday night. Atlanta tied the game at 116-116 with eight seconds left on a three- point shot by Eddie Johnson. But after a time-out by the Spurs, Ger vin sank a 14-foot jump shot for the winning basket. Gervin finished the game with 30 points. The Spurs led by as many as 22 points but Atlanta fought back to take a 93-91 lead early in the fourth quarter. San Antonio reclaimed the lead when Irv Kiffin hit a basket with 9:45 remaining, putting the Spurs up 95-93. Johnson led the Hawks with 30 points while teammate Dan Round- field added 22. Hawks forward John Drew, who had only four points in the first half, finished the game with 21 points. The Spurs’ Paul Silas ended the game with 20 points while team mate Larry Kenon contributed 21. The Spurs led by as many as 22 points in the first half to build a 61-53 lead. San Antonio shot 60 per cent in the half as Kenon and Silas combined for 27 points. Campbell s ‘20’ retired by Longhorns United Press International DALLAS — Houston Oilers run ning back Earl Campbell, currently the leading rusher in the National Football League, became the first former University of Texas football player to have his jersey retired by his alma mater. The UT System board of regents voted to retire Campbell’s jersey number — 20 — which he wore during his four-year career with the Longhorns. Campbell, who won the Heisman Trophy during his senior year in 1977, rushed for 4,443 yards during his career, a school and Southwest Conference record. The Tyler, Texas native rushed for more than 100 yards in 21 games while a Longhorn. He led Texas to a 11-0 regular season in 1977 and the SWC title before the Longhorns were defeated in the Cotton Bowl by Notre Dame. Campbell was the NFL’s leading rusher last year and also won Rookie-of-the-Year honors. He re turned to UT last spring and com pleted requirements for a degree in speech communication. the meetings set for Oct. 31 and Nov. 1. He said the owners would probably only hear arguments on Ir say’s request without acting on it. Irsay would only be allowed to move the team if 21 of the 28 owners approve the move. At least two major cities have made offers to Irsay, who frequently makes known his intention to move the team from Baltimore. Jacksonville, Fla. has offered Irsay a guaranteed $6 million for 10 years plus improvements to the Gator Bowl. The Memphis Commercial Ap peal reported Monday that Irsay has been offered $7.5 million by the city of Memphis plus improvements to Liberty Bowl Memorial Stadium. In return Memphis wants Irsay to sign a 22-year lease. Irsay has said accused city and state officials of breaking their prom ises to improve Memorial Stadium. He has made repeated threats to move the team to Jacksonville, Fla., Memphis or Los Angeles. Irsay could not be reached for comment. United Press International NEW YORK — Rookie Bill Cartwright and Ray Williams each scored 31 points Tuesday night to pace the New York Knicks to a 126-121 victory over Houston, sending the Rockets to their third loss in as many games. Robert Reid scored 22 points to pace Houston while Moses Malone and Calvin Murphy scored 17 points apiece. Malone led all rebounders with 15. The Rockets, down by seven with 1:38 left, tied the game 119-119 before Cartwright hit an eight- foot jumper from the baseline. Williams’ free throw gave New York a three-point lead and the Knicks, 2-1, never trailed again. For New York, Toby Knight added 22 points, Joe Meriweather 16 points and a team-high 13 rebounds and Michael Ray Richardson had 15 assists.
