Larry Provart, 29, a photo grapher for the Dallas Morning News since 1972, was found about 1 p.m. with a camera around his neck and two beside him on the seat of his car which was parked at an outer parking lot at the Loews Anatole Hotel, said police spokesman Bob Shaw. Authorities said Provart, who was shot at least once in the chest, was found holding the mi crophone to his car radio. Shaw said no weapon was found in the car, and that authorities planned to develop the film in Provart’s camera to see if it provided any clues to his slaying. Provart had been missing since Wednesday night, when he was told to go to the hotel to take pictures of Agriculture Secretary Bob Bergland and civic leader Russell Perry. Judge jails two men for refusal to testify United Press International EL PASO — A federal judge has ordered two men jailed indefinitely for refusing to testify before a spe cial grand jury that has been looking into organized crime and racketeer ing in a six-state area. Jack Wayne Scarborough, 38, ol Waterford, Mich., and David Michael Brummitt, 28, of Lenoir City, Tenn., were held in contempt for refusing to answer questions about bail bonds posted in their be half by El Paso bail bondsman Victor Apodaca Jr. after their 1976 arrests on state marijuana posses sion charges. U.S. District Judge William Ses sions ordered the two men to nearby La Tuna Federal Correc tional Institute where they will stay, unless they decide to testify, for the duration of the grand jury’s term which runs until August 1980. The grand jury has been looking into Apodaca’s income tax affairs for several months in an investigation that includes a special Justice De partment Task Force of Customs, Drug Enforcement and Internal Revenue Service agents. The two men were arrested June 4, 1976, in Marfa near a burning air craft filled with marijuana and 14 ounces of heroin. They were freed on reduced $25,000 bonds. Brumitt pleaded guilty to marijuana possession charges in 83rd District Court in Marfa and paid a $2,000 fine, while charges against Scarborough were dismissed without explanation. Had the measure — which was defeated 212-196 —been approved, congressional salaries would have jumped to more than $61,000 a year from the current $57,600. Rep. Phil Gramm, D-College Sta tion, voted with Democratic Reps. Kika de la Garza, Martin Frost, Sam Hall, Jack Hightower, Abraham Ka- zen, Marvin Leath and Jim Mattox to defeat the bill. All four Republicans — Reps. Bill Archer, Jim Collins, Tom Loeffler and Ron Paul — on Texas’ 24- member congressional delegation voted against the appropriations bill. Democratic Reps. Jack Brooks, Bob Eckhardt, Henry Gonzalez, Mickey Leland, Ray Roberts, Richard White, Charles Wilson, Jim Wright and Joe Wyatt voted for the salary raise. Democrats Reps. Kent Hance, J.J.
