HAIFA, Israel — The eighth
summit between Egypt and Israel
ended Thursday and reflected a
mood toward greater self-reliance
and less dependence on the United
States. Egyptian President Anwar
Sadat underscored the shift.
“The most important achieve
ment of my visit is that we have
cemented our agreements at Camp
David and the peace treaty between
Egypt and Israel and we are ready
together, Menachem and I, to face
whatever comes, ” Sadat told Israeli
newspaper editors.
He offered to divert the waters of
the Nile River as far eastward as Is
rael’s southern Negev Desert to ir
rigate its parched wasteland.
“I am planning to bring the Nile
waters to Sinai, after the tunnel we
are building under the Suez Canal is
completed in the summer of next
year,” Sadat said. “Well, why not
send you some of this sweet Nile
water to the Negev Desert as good
neighbors.
“There are lots of possibilities,
lots of hopes,” between the two
countries.
Sadat’s remarks were indicative of
the friendly atmosphere that pre
vailed throughout his 49-hour visit.
He even offered to host the 230,000
residents of Haifa in Alexandria,
which receives 1.5 million summer
tourists yearly.
The move toward greater self-
reliance was most evident in the
agreement to establish Egyptian-
Israeli military patrols to monitor
the peace in Sinai, thus temporarily
freeing the United States from
commitment to set up a i
tional force in the area, sunn
sources said.
Sadat said there may be somej
ferences of opinion with Israelini
future, “but conflict, no.

He said he would welcome
summit with President Carter,
emphasized he did not say Wedn
day there would be one.
