Air and sea rescue forces mounted a Jmajor search operation to locate sinking and disabled craft. At least four crew members drowned and 13 yachts sank or were destroyed. Among the yachts in distress was one skippered by former British Prime Minister Edward Heath. W Israel protests U.S.-Palestinian chance’ meeting United Press International TEL AVIV, Israel — Israel pro tested to the United States Tuesday ever a meeting last month between the U.S. Ambassador to the United Nations and a Palestinian official. The protest expressed “deep re pet over the meeting between Andrew Young and a PLO official anddisputeda U.S. explanation that it was accidental. Foreign Minister Moshe Dayan sent the protest to Secretary of State Cyrus Vance through the Israeli ambassador to Washington Ephraim Evro, a foreign ministry announce ment said. The announcement said U.N. Ambassador Young “held a prepa ratory discussion for the upcoming meeting of the Security Council on the subject of the Palestinians’ with Palestine Liberation Organization C.N. observer Zehdi Labib Terzi. The government of Israel ex pressed its deep regret” over the meeting, the announcement said. A State Department spokesman d Monday that Terzi “arrived un- eipectedly” during a meeting Young held July 23 with the Kuwaiti U.N. ambassador Abdul Yaccou Bishara and no “substantial discus sion was held in the “acidental” encounter. Dayan said the meeting con- hdicted “repeated and unequivical commitments that the United States ill not recognize the PLO or negotiate with it until it recognizes Israel’s right to exist and accepts U.N. Security Council resolutions 242 and 338.” In Dallas Robert Strauss, Presi dent Carter’s Mideast ambassador- Jt-large, rejected any notion the United States had weakened either its commitment to Israel or its sup port of the legitimate rights of the Palestinian people. Strauss, told the American Bar Association Monday the United States has not changed its position «outlined by the Camp David Mideast Peace Accords supporting Israel’s right to exist and the Pales tinians right to participate in deter mining their future. “The idea that there has been any lessening of the U.S. commitment to keep Israel strong, so that it will remain secure, to promote Israel’s future or to fulfill all of our under takings or commitments to Israel is false,” Strauss said. Rescue officials said eight yachts had sunk, another five were wrecked on the jagged shores of the Scilly Isles. Ten yachts were reported aban doned, several others were missing and scores had radioed for assistance — among them Morning Cloud II skippered by Heath, captain of Brit ain’s official Admiral’s Cup team. Heath put out a SOS in the early Tuesday when Morning Cloud II lost its rudder and began wallowing in mountainous seas. Irish coast guard officials reported his yacht was attempting to make Cork in south Ireland with an improvised rudder. Morning Cloud I also owned by Heath was lost in a storm several years ago off he coast of Spain. Heath was not on board, but his nephew was lost in the accident. The Dutch naval destroyer Over- ijssel which was escorting the racing fleet reported picking up two dead crew members and two survivors from life rafts. Two other bodies were recovered in the rescue operations, officials said, and nine other crewmembers from two other yachts were re ported missing.
